Brian,
Mainly it's just the extra circuitry and connector pins for the two more
paddles. Luckily both manuals are available online. Visually the boards
are almost identical.
The schematics in the Paddle Battle manual are very good - better than
original Pong or Tennis Tourney. Also, I found the Kush'n'Stuff manual
(from the same site) to be very helpful in explaining the way the ball
circuit works.
