Ok, so after a little research I found that RAM 8 is a RCA CDM6116E2. I also found that there is only on in the machine, so swapping was out. I was able to find a Harris HA6116P-3 on a PCB I had laying around. After pulling the data sheets I determined faster (150nS) CMOS RAM would be an acceptable sub. So after a little desoldering work I had a replacement.
  Once I installed the IC the machine booted right up. A little bit of screen adjustments and a little cleaning and we were off competing for high score.
   
  I need to change the throttle pot as it bounces all over the place at idle but, that's easy.
   
  Also I have some faint horizontal lines (about an inch appart) showing on the monitor when the brightness is turned down. This might be why the brightness was turned all the way up and was washing out the color. I'll take suggestions on this one.
