How do you get Clay's Multi-Pac into the test controls screen?

Let's say, hypothetically speaking of course, I have one of Clay's
Multi-Pac games and the up/down joystick functionality seems to have a
delay in operation. How do I get to the test controls screen in Pac-Man
(or any of the 24 games) described in the Pac-Man manual? I could not
locate Clay's Multi-Pac document on his site to help me with this.
