Some versions of the 7905 fall badly out of regulation under no-load
conditions. I think the ones that Bob Roberts was selling at one point fell
into that category. I've seen such 7905's put out -12V under no-load.

Are you sure you are measuring the correct line ? Try the direct output of
the reg, the test point (if there is one). My guess is you are on the -12v
line.
