Solved my problem, the problem was red worked with no load, but went
away when connected to monitor. Original problem was the video amp
(LT1253) was blown along with a 7407 (both surface mount). After
replacing both had the three colours but no current available on the Red.

The LT1253's colour pinout is Red - #1, Green #7, and Blue #8 - all
three pass through 33R resistors on their way to the JAMMA connector.
The Red 33R resistor was just off the #1 pin of the LT1253, whereas the
Green and Blue were about an inch or so away - closer to the output LC
network.

So my end problem was the 33R Red series resistor was blown (about 5K or
so now) and after replacing Red returned.
