Really don't know what to tell you, just the general 2716 stuff:
   erase for at least 20 minutes before programming
   blank check before programming
   use at least 450 nS parts, 350 is better
   program at correct voltage (25 for older parts, less if specified on
parts)
   Nintendo be damned, PUT A LID ON WINDOWS!
   Make sure you have +5 strapped to programming pin (21) on your game
board.
   Make sure you have the PGM pin (18) grounded (if not used on board as an
enable pin).

MOS parts slow down as they get warmer. try freezing them. If the game
works with frozen parts you need faster parts.
