I'd patch the holes and mount the buttons Tempest style.

I don't know how much trouble welding the control panel is, but here's a
control panel patch technique I was taught to use.

Get a piece of scrap metal (old Williams metal mounting plates work great), cut
it down to size, drill holes through the control panel that match holes in the
metal patch. Place the metal patch on the underside over the hole, and use
countersunk pop-rivets (may need to countersink the hole in the control panel a
bit so they are flush). Now that the patch is in place, go over the hole and
pop-rivets with Bondo, then sand it down. I've done this with several control
panels, and it's very easy to do, strong, and is a nice solution for those who
don't have access to a welder. Probably safer, too. The whole process takes
about half an hour (gotta wait for the Bondo to cure).
