Tempest help

I have a Tempest game that isn't cooperating with me, the power and monitor
are good as I can put a known good PCB in and play the game.

Here are symptoms:
PCB powers up (red led), I can coin up the game which starts the P1 and P2
(after the second credit) start buttons flashing. No sound or video even
after hitting the start buttons, in fact, they don't stop flashing...

Ideas?
