Not really, the 220 volt winding would have to only carry half the
current of the 110 volt winding for the same power capability. It was
really the call of the transformer manufacturer if the wire size changed
or not. One quick way to tell is measure the resistance between 1 & 3
and compare it to the resistance between 3 & 4. If the wire size is the
same the resistance would be close to the same (depending on where the
winding physically is on the bobbin). If the resistance is quite
different (about double) the winding is lighter for the second part.
