 It sounds like you are getting xy signal to the monitor and if you can
hear the "deflection chatter" then it sounds like the deflection
circuits are working. The only thing you have not verified so far is
that you have H.V. This is a bit tricky to test if you are not familiar
with monitor repair as the High Voltage is a bit dangerous to be poking
around. Do you hear the constant high pitched sound coming from the
monitor as well as the chattering sound? Can you feel any static
electricity on the front of the tube (especially when the game is turned
on or off) If not it's very likely you've got no H.V. as pointed out
earlier these monitors are prone to bad solder joints in which case you
would need to remove the monitor discharge the H.V. remove the boards
and inspect and reflow solder joints. The pins for connectors on the
deflection board are particularly suspect.
