Sega PROM

Since we are speaking of Sega today, I had a quick question about the
CPU board(s). I know there is a 40-pin security chip, and an EPROM at
location U25 which are both unique to each game, but what about that
PROM which is replaced using Clay's multigame (U15)?

Is that a microcode PROM that can be interchanged between Sega raster
and vector games, or do I need to burn a new one (if I'm using a CPU
from Astro Blaster)?
