You probably need to unbolt the control panel and flip it so you have
access to the bottom of the joysticks. Two little plastic plugs push down
on two cherry switches on the bottom of the joystick. Either a plug is
stuck down, or the switch is too close to the plug to begin with. Most
likely, unscrewing one of the cherry switches and adjusting it's clearance
will fix the problem, but it is one of those things you have to fiddle
with to get in the right position.
