Yes Joe, it is a ground. As a matter of fact it is the center tap to the
3-wire monitor power connection! I'm amazed anyone would cut this wire.
That gray wire goes to pin 14 on the monitor's 15-pin main input connector
(J100). It's the pin between the two violet wires on one end of the
connector. After passing through the connector, it veers off with the two
25 volt power wires. It is also the center pin on this 3-pin connector.
Once again, you would absolutely want to rework this one.
