I doubt it.

Ever try bugging (term used at my Real Job for a continuity test) board
ground to monitor ground? It's pretty unlikely, but the monitor ground
contact on the game board connector might not be connected to ground.

I suppose the other possibility is that power supplies generated on the
game board itself could be oscillating due to an open capacitor.
