With a known good board all that's left are things that aren't part of
the board. This could be:
    the HV power supply
    chassis mounted transistors (shorted to chassis, wrong parts, bad parts)
    grounded yoke lead
    game board telling spot to deflect off screen (try with game board
disconnected)
