 Did not remove All of the Cards and or
the BUS so will give that a shot.

 If Order does not matter, with Exception to
the CPU Board, which from what I recall had to
be placed into SLOT 2, (Correct me if I am wrong)
then I will play around with the Cards.

 Other than that and if I am still lost in space, so
to speak, I will get back to yourself and seek Your
professional Repair Services from yourself Mr. SEGA

It was suggested that you remove everything from the cage, including the
bus. did you try that?

Try Alex Yeckley (http://www.elektronforge.com/). I sold him a bunch of
kits way back when to make these.

I repair / replace all Sega XY boards for $20 a pop (excluding special chip
315-0082; I'm out of these) + shipping expenses.

Yes (as I just found out seconds ago); it appears I was wrong about being
able to remove the XY cards and test sound boards that way. Turns out if
you have the XY control board removed, it will exhibit static and the red
halt light will come on. If the XY timing board is in, though, it will work
ok (I would not recommend having a monitor hooked up at this time, though).

I will update the faq accordingly.

There is no special ordering of the cards; they all plug into a large bus at
the back of the cage. Ordering is not important, and many other types of
raster cards can be plugged into them as well (the modularity of the system
was one of the big selling points).
