When I had trouble with my spinner, the problem ended up being somewhere in
the cable between the interface board and the game. It doesn't send
clock/dikr to the game -- it sends 1 bit for direction and a 7 bit count
of pulses since the last time it was polled.

Unless you've done this already, I would verify optos with a scope first
rather than just shotgun replaceing them. Then check every cable
connection.
