lets start with he basics,
did you check the +/-15v outputs from the regulators?
i see you mentioned -15, but what about the +15v???
you need both for the dacs to give equal voltage swing.
its easy to overlook the diodes,regulators and smoothing caps because they are so simple and easy to replace, but the trouble they can cause is major.
then check the reference voltage on the dacs, use the fact that you have 2 to compare against each other.
what are you using? duel-trace scope?
