It looks more to me like a feed problem to the DACS than an analogue problem to me, maybe the counters or maybe one of the latches. It seems to be happening every 32 pixels, making the problem related to bit 5 (or 4 if you count from 0). Is the output weak on the LSB of the middle of the cascaded 74LS191s? or maybe the latches that handle that bit?
