I have the exact same problem with my SW. It has a Wintron HV board.
The symptoms you describe are dead on to what mine does.

I haven't tried fixing it yet, but it seems like the research I did
indicated it was marginal resistors on the motherboard. But, since
you already scoped it, that's maybe not it.

If I get a chance, I'll monkey with it tonight and let you know.
