I have 4 HV boards that either have or had red HVTs. All but one were DOA,
but I had one that was working until about 6 weeks ago when it died.

Most of the dead boards I've seen (I'm sure there are many here that have
worked on more than me) had either a bad +/-24v regs or a bad BU406. The
one I had that was working did not do this though, instead it heated up the
big 50ohm ballast resistor on the -24v Reg till it go so hot it melted a
hole right through the PCB. The house stank for about 3 weeks :o(

After the HVT failed I tested the board with a dummy load and it would have
worked with a wintron fitted no problems, however I went the cheap option
and got an arcadeshop board for it ....
