There will be either a braided strap or spring that lays on the outer
coating of the tube and connects to the chassis. This grounds the
outside of the tube.
That grounded coating and a similar one on the inside of the tube (that
connects to the high voltage connector on the side of the tube) forms a
high voltage capacitor.
