Chris,

The one output fluctuating is encouraging. That sounds like the CPU is
running. I would focus on the output section with the stuck voltage. A
common failure part is the TL082CP or AM6012. It also never hurts to throw
it in test mode just to make sure it doesn't have any RAM faults. Good luck!
