Mickey,

A bad custom chip on the main deflection board can cause this symptom. Not
saying that this is what's happening in your case, but I had the exact same
problem many years ago and it was because of the custom chip (swapping in a
known good one made the problem go away).

Subject: VECTOR: sega monitor adjustment help
I have a sega star trek in a convert-a-cab.
I have a nice bright picture, but it does have one issue. If the monitor
has to draw a box, it is the most evident, instead of being a square, its
more like a parallelgram. The lower part of the square is shifted to the
right a bit. I am used to adjusting atari games, but on sega I really don't
know what to do to fix this. I have recapped the monitor with no
improvement.
Another example that shows the problem is a high score list. each score
starting at the top and going down is shifted a bit to the right.
In star trek its not very noticable, but switching to eliminator or zektor
its very noticeable.
I will say that all the vectors are connected very well and the convergence
and focus are also very good.
thanks in advance for any help,
mickey
