Ok for future reference.

 

If you put an AR2 on the bench and connect 10 vdc in you will get something
around 5.5 v on the output.

 

If you put an AR1 on the bench and connect 10 vdc in you will get 9.5v
output. The sense circuit is completely confused if there is no feedback
and it goes max output.

 

I built a quick "sense disable" plug from one of the 9 pin AC voltage
selection plugs that never gets used and jumpered 1-3 and 5-9. Now when I
turn on the AR1 it comes up with right around 5v as expected.

Now all I have to do is figure out why the AR1 is seemingly stuck at 9.5v

 

I have replaced the Tip32, the 2n3055 and the LM305, checked all the diodes
and resistors and no change.

I bet $1 it's in the X position counters. Note the different width of the
zeroes.
