I stumbled across James' food fight page last night before I posted.
After checking the datasheet for the 82s153 there was not mention of
fuses so I have high expectations a read can be performed. A friend has
offered to dump his spld if he can and another offered clone his chip to
a blank one if needed. Seems like a worthy mini project to archive this
info.

The Atari Quantum part number is 137290-001 but the game built by
General Computer Corp for Atari (well known fact) and was their only
vector game built under contract for Atari. I took John's advise and
looked through the food fight files and mame source but could not find a
match for the 137290-001. The memory map is also different between the
two games so it is ovbiously not a plug and play.

James also indicated food fight decoder used only simple combinatorial
logic so if that holds true for Quantum, and I had a good chip, I could
just run through all itterations on the input and map the outputs. A
little refactoring and we end up with the logic to program a 82s153, a
GAL16v8 like James did or whatever floats your boat and the source files
also end up on the net for posterity.
