Paul, I moved the discussion to the correct group. :)

I had a neogeo board that did the same thing. It was a thermal
related problem. The way I found it out is, go and get some freon or
component cooler. When the machine finally comes up, start spraying each
chip with the freeze spray. Hopefully the machinie will fail and you can
narrow down the chip.

Not scientific, but works well enough for me. :)
