No, the warning is about using NON-ISOLATED line voltage for running
monitors, that will damage the monitor and possibly the game board. The
monitors that you are testing should have the correct input voltage, some
of Atari monitors were Sanyo and maybe Mitsubishi, and these usually run on
100VAC, but most were Electrohome, Hantarex or Wells Gardner, and those
(unless XY monitors) are all 115VAC monitors. If in doubt, check the
schematic-it shows the input voltage.

ALL need an isolation transformer!!!
