Mystery PCB

I'm restoring a Ms Pacman. The game was in a sad condition when I got it,
but complete. I found several loose parts in the bottom of the cabinet.
This PCB shown at
http://members.home.net/cademo/teaganm/images/mystery.jpg is one of them.
I don't recognize it as a Pac part, but maybe it's an aftermarket item.
Does anyone recognize it? Thanks.
