As a general rule, the only reason you would have to discharge a tube was if you need to disconnect the annode from the tube. If you cap the monitor, you will need to do this because the high voltage transformer (flyback) is soldered directly to the PCB and you can't easily get to the caps without removing the board from the monitor.
