Tempest Monitor Problems

I just got an LV2000 the other day and installed it as instructed...it's
working fine. I fine tuned the voltages with my DVM. It's installed in
a Tempest machine that I'm trying to get working (installed new picture tube,
Zannen "get well" kit, as well as some other suggested improvements found
on http://www.amug.org/~necro/video/zanen206.html ). I just fired it all up
for the first time this evening. Nothing happened...adjusted the focus
and brightness controls, still nothing.
                                                                                
I did notice one strange thing though:
                                                                                
Power On -> Spot killer lights for a second
            Both lights on LV2000 light up
            Spot killer goes off
                                                                                
Power Off -> Spot killer lights for a second
             Spot killer goes off
             + LED on LV2000 slowly fades out
             - LED on LV2000 blinks out quickly
                                                                                
I disconnected the power transistors from the deflection board, and powered
up and down. The lights on the LV2000 fade away evenly. I've checked for
a shorted collector to ground on all the chasis mount transistors...none
are shorted. Any ideas on where I should start looking?
