I had this same problem once. On one of the test points the 15V had dropped
to 6V. I checked all the components that ran from the 15 V regulator to the
next test point. I got to one chip with a 6V reading. I touched the chip
with my finger, and it was extra hot. Replaced it and everything worked
great. It was shorted and acting as a resistor. Since I don't have a Tempest
board in front of me, I can't tell you exactly which component to look for,
but it's in the output section. Hope that helps?
