I just tested the power supply with pins 7,8,9,10,11,12,13,15 all
disconnected from the the board in order to isolate the transformer. It
still blows a fuse. So, I guess it's toast.

Which brings me to my next question. Does anyone have a Power supply
they'd like to sell me? I assume the transformer is custom made, so I
guess it might be a stretch to ask if anyone has a "National Power
Technology" transformer.
