Yes, the CPU controls the lamps. The instruction lamp is always lit, and when
there are no credits, all lamps should be lit.

One way to solve this problem would be to put the game in free play ;-).

If I remember correctly (which is rare), I believe the lights are powered by
the 10.3VAC from the power supply, and each lamp has a diode, cutting the
voltage in half to +5.1DC. If that's the case, I would suspect you should
check the diodes in the power supply block, and maybe replace the big blue cap.

I see wiretap has the schematics, but is missing Sheet1A?
