But since he has the same pic on his scope, that points to the game PCB.

If you can trace the bad X signal all the way back to the DAC, first check the
DAC inputs to see if any of them are constantly High/Low. Especially the high
bit, it is the one that deflects the beam either positive or negative. If it is
getting data and not stuck high or low, then I would susupect the DAC. Also,
make sure any power supplies going into the DAC are correct, these can make big
changes in the signal.
