Try relpacing the voltage regulators and any zener diodes on the pcb.
(unless of-course you can meter them!)

also because of the age of the game you should really replace EVERY electrolytic capacitor in the machine!!!
(it wont fix the current problem BUT it will help reliability and may improve the vector quality - no wavy 'straight' lines!)
