Doesn't the label near the coin input say
"Time-(something)" ? Time-Up ?
"Insert Coins"

I'd say it may well be working, and a coin just bought some
power-up time. Which means the sellers explanation should match
its operation...

or I could be wrong :-0 wouldn't be the first time...
