Need help with a Sega rotary interface board problem.

Referring to the schematics here.
http://www.spies.com/arcade/schematics/convertaGame/rotintf.TIFF I'm
having a problem where the 5v supply line on pin1 of P10 drops 1.5 volts
when it is plugged in.

I can't seem to figure out what the heck the problem is. I tried
connecting an external 5v source to the interface board - Just out of
observation, I noticed that 2 of the pins which connect to the control
panel buttons were giving me a funny reading. In other words, with the
external 5 volts connected - all the buttons but 2 were getting a proper
5 volt reading. I was thinking maybe there's a problem with the 2.2k
resistor pack.

I've even swaped the CPU board.

Anyway, I'm looking for suggestions. My question is, what should I be
checking if my 5v supply line is only 1.5 volts on the interface board.
Perhaps the ceramic capacitors are bad? Help!
