Interesting, where exactly (dare I ask) are you located?

The resistor is shunting the regulator. Hence with no load, expect to see
roughly the same voltage on either side of it. If you really want to test it,
load the regulator output with another resistor.

I've already mailed off the unit I recently fixed, but I seem to recall seeing roughly the same thing.
Keep in mind the base of that trani is coming off the secondary of a step down xformer,
so it's going to be significantly lower in voltage (remember the trani is a current device).
