A Wintron should ring at least a 3.

If it stays at 1 or 0, it's probably bad.

The Wintron is built way over spec, so it lacks some of the ringing
qualities that a HV transformer usually has.

A red one should ring in the green or high yellow range.

I've tested a couple of working Wintrons on my tester, and they *always*
ring low/bad -- from what I understand, this is normal for these units
due to internal damping...

If you have a scope, hook it up in parallel w/ the LOPT tester when you
are ringing it, and you will see visual results -- my guess is that if
you see any type of decent sine wave, the unit is good. I don't have a
bad Wintron to compare to, but I'd expect that you would see nothing at
all on the scope for a bad unit.
