I was getting the ripple in the +24 and -24, but replacing the caps didn't help.

What I did do was put a 550 ohm resistor in series with R6. This brings R6 up to
~4.4k. With this in place, I was able to get the HV up to 20kv.

I wonder why a 4.7k wouldn't do the trick?
