Omega Race 2 Player problem

I'm having an odd problem with my Omega Race UR that I'm hoping someone may
be able to help with.

In 1 Player games (1 or 2 credit mode), everything works perfectly. In 2
Player (1 or 2 credit mode) games though, only one player has active
controls. Player 2 has no direction, thrust or fire capabilities. Control
returns to Player 1 as soon as P2's ship is destroyed. Screen is not
flipping, as it would in cocktail mode.

I'm not sure where to start other than to reseat connectors, which I've
done. Any suggestions would be appreciated.
