Tempest self-test problem

Anyone have any ideas?

I have a Tempest pcb, plays fine, passes all self-tests.

When in self-test mode, it hangs when switching back to normal (gameplay)
mode. CPU isn't resetting, but A1-A7 are stuck.

By self-test I don't mean the Operator Maintenance screen, switching from
gameplay to maintenance back to gameplay works fine, only if you go into
the actual self-test and switch back is there the problem.
