WG6100 HV board question - wierd component - broken?

Hello,
 
I was cleaning the HV board in my WG6100 with compressed air, and I noticed
something funny.
 
There is a component connected in series with the high side of C905. It
looks like a paper capacitor but with two legs on one end. At least one of
the leads seems to be made of very thin metal (almost foil). I think I
broke one of the leads them with compressed air, since it was literally
"hanging in the breeze". Either that or it was always broken...but I don't
believe it was.
 
What is this component and do I need it? It's not on the schematics as I
see them, but I think the schematics I have are newer than the board
revision. I have a P316 rev of the high voltage board.
