Update to vecrorlist.org site

Thanks to John Robertson, we now have archives for the Rasterlist going back
to April 2000, and for the TechTools list from Nov 1999.

You can do a search of the archives against any of the lists, or a single
search against any combination of the lists. (So say if you are looking for
information on a Fluke 9010A troubleshooting a Tempest, you can search
Vectorlist and TechTools in one step).

The site, however, is still ugly.
