Would it ever be conceivable or feasible to make an FPGA-based kit that
could go in a vector cabinet and drive a real vector monitor? Would a
micro-based system be simpler?

My desire is to keep as much of the mystique of the games alive and there's
probably a lot of people with dead vector game cabinets that would pay $100
for a kit to bring their cabinet back to life without having to deal with
twitchy/crusty original game PCB hardware.
