It look like ram to me, change the ram frist, it just two old to be stable!! and it may pass the ram test!

Check your roms & sockets for continuity from the legs to the back of the board. What's pin 40 doing on the 6502 when you push reset? What do the clock signals look like @ pins 3, 37 and 39?
