I haven't worked with tin can transistors before so I have to guess at what
you mean :). I took my cheapo multimeter set to continuity tester and
touched the black wire to the case (ground) and red to the transistor
outside. My tester had tone for about 1 second until it faded away rather
quickly. It did that to all 4 transistors.

Hi !

Did you check/replace all the chassis transistors? Probably one of them is
shorted to the chassis. Insulating pads could be cracked/broken or
missing... Check them with a DVM on continuity between chassis and outside
of transistor.
