There was a big web page written up on this and I don't recall the link.
Think of the tube as a big capacitor, or battery. You are putting a load
across it to drain it out.

So the chasis ground is correct because you are measureing, draining it's
internal voltage. You do NOT want to connect it to the actual earth ground,
and definately NOT the AC outlet ground.
