I bet that the 12MHz is divided down with a counter... if the counter
failed, one of the lower BCD outputs may be pulsing at the wrong rate.
Take a look at the clock pin on the actual CPU with a frequency counter
(or calculate it with a scope) and I bet you will see that the CPU's are
running at different clock rates.
